Delhi is the only Indian city where a moving date can be undone by an air-quality bulletin. When the Commission for Air Quality Management escalates GRAP to Stage III or IV — routinely from late October through January — older diesel goods vehicles lose the right to enter the capital, and half the tempo fleet the local broker market depends on is suddenly illegal. The second thing that decides a Delhi move is the clock, not the kilometre. Goods vehicles face no-entry windows on most arterial roads, the Red Fort to Fatehpuri stretch of Chandni Chowk is closed to motor traffic through the entire trading day, and Ajmal Khan Road in Karol Bagh is pedestrianised. A 6 km shift from Sadar Bazaar to Patel Nagar can therefore take longer than a 60 km run to Gurugram.
